Planning application

Following two rounds of public consultation, Urbaser Balfour Beatty has submitted a detailed planning application and Environmental Statement for the proposed Mechanical Biological Treatment facility in Courtauld Road, Basildon.

As Waste Planning Authority, Essex County Council’s minerals and waste planning team will consider the application which includes conducting a statutory formal consultation process. At the end of this statutory consultation, the County Council’s planning officers will prepare a report for the Development and Regulation Committee recommending that the application either be approved or refused. The Committee will then determine the application in late 2012.

The planning application describes the proposed developments, including a new roundabout and spine road from Courtauld Road. The Environmental Statement provides information on potential impacts and mitigation including traffic, noise, odour, emissions, biodiversity, socio-economic benefits and other construction and operational aspects.

Urbaser Environmental Limited will also be applying to the Environment Agency for an Environmental Permit to operate the facility during April 2012. The Environment Agency then will conduct a separate consultation process to determine the Permit from May 2012 onwards.
